I followed up with my views as well. Unfortunately, it was not published, as I had expected.
Here is my article:
Letter to the forum: Adopt a more compassionate, caring and understanding approach to mental illness
I agree wholeheartedly with Silver Ribbon Singapore’s Porsche Poh that the police must be competent in handling persons with mental disorders (Ensure police are competent in managing mental health crises, Mar 9).
As a staunch mental health advocate who has helped my late wife through her battle with schizophrenia for four decades and many other psychiatric patients and their caregivers, I have found that when empathy, understanding and kindness are woven in, there is a good chance of patients being able to move on in life. There is a dire need to be mindful of the tone, tempo and attitude when handling persons struggling with mental health issues.
There may be relatives who are in denial about a loved one’s mental illness. This is one reason why it is crucial for public education on mental health issues to be intensified in all sectors of the population, including schools and tertiary institutions. Lack of knowledge about mental illness can contribute to unintentional negativity. Unfortunately, mental illness is often viewed as a shameful illness which is why many sufferers do not want to seek the much-needed treatment.
Members of Parliament need to carry out periodic home visits to ensure that residents are able to cope with the cost of living, health issues and job losses. Whenever persons with mental disorders are brought in by the police either from endangering their lives and those around them, society will view them as troublemakers. This will further deepen the stigma against mental illness.
Bear in mind that an inclusive society is one that supports people, provides opportunities and celebrates diversity without discriminating or having prejudiced beliefs against persons with special needs.

What happened to Raymond Fernando?
“I am a 73 years old author and mental health advocate, and prior to her passing, caregiver to my spouse of 40 years. I resigned from my broadcasting job and dedicated 40 years to caring for my beloved late wife who battled schizophrenia and depression for almost all her adult life. My caregiving experience enables me to educate the public on mental health issues and it has made me passionate about it. To make ends meet, I started my literary career, and my books have allowed us to make ends meet for the past 2 decades.
Age catches up with us all, and I lost my wife in 2013. Thereafter, it became increasingly challenging to find platforms that supported book sales. I was badly hit when we went through the COVID pandemic in 2020, when the religious organisations where I previously sold my books stopped allowing me to do so. While I still write about subjects, I am passionate about, it has been hard to sustain my livelihood and I have been depleting my savings to make ends meet.
Presently, I struggle with several chronic illnesses such as diabetes, high cholesterol, and high blood pressure. While I took these in my stride, the recent diagnosis in August 2023 with Magnetic Gait severely affected my mobility, placing me at high fall risk.
I am still active as a mental health advocate, with my most recent contribution being a sharing on mental resilience at the Australian High Commission this month. I do this, in spite of my physiological challenges, with no remuneration, because I firmly believe that we need to take care of each other.
How can you help?
In my time of need, I sincerely ask for your support for my daily living expenses. I am seeking more secure ways of financing myself in the long run, and these funds will buy me time to do so.”
Your support of $3,900 will help cover Raymond’s monthly expenses on meals and transportation for 6 months ($650 x 6 months).

Serious gating issues unresolved, show concern and compassion to seniors
I refer to the above matter and appreciate your concern for lonely seniors like myself.
In Parliament on Monday, PM Lee presented a grim picture of what the world is today and called on all Singaporeans to support DPM Lawrence Wong. I agree that we should support DPM Wong because he is a kind politician who welcomes feedback. But at the end of the day, the Cabinet has to prove beyond a shadow of doubt that they can help seniors like myself with improvements to our healthcare system and to be sensitive to the needs of all Singaporeans– many of whom are struggling with the high cost of living here.
For months now I am facing endless problems with the gating issues which until today have gone on unresolved, and placing me at high risks of falling down.
What is just as troubling is that there is poor coordination and competence in the 2 doctors I am seeing at the National Neuroscience Institute (NNI)I, TTSH.
Today 20th April 2023, after waiting for an hour, I managed to see Neurosurgeon Dr Nicole Keong and she asked if I would want surgery on my brain by inserting a stent from the brain to the spine. The risks include infection and that there is no guarantee that the gating issue will be resolved. I requested some medicine to help resolve the gating issue, but she told me I should ask Dr Fifi from NNI to prescribe medicines.
The last time I asked Dr Fifi for medicines she said it is not necessary and that I ought to consider brain surgery given that there are high levels of protein in my brain and spine. Neurosurgeon Dr Nicole Keong told me this afternoon that the brain is stable now.
I am perplexed as to why both doctors cannot come together on a given appointment to help resolve this gating issue where I have to hold the walls in my flat to move about. Seriously!
I will have to wait about 2 weeks until I see Dr Fifi on 8th May 2023 and in the meantime, what is going to happen to me if I fall down because that is the reality of gating issues.
I suggest that a directive be issued so that my gating issue is resolved- once and for all. I can’t be a prisoner in my own home and having to spend taxi money when I go out for breakfast and lunch when the CC staff are not available to buy my meals.
Be sensitive when giving out GST cash
In a new report, it was mentioned that effective 1st June 2023, diners who fail to clear their trays and cutlery will be fined $300 at least without any warning given this time around. Nobody feels comfortable when they are having their meals and are watched by the NEA staff and her volunteers – some of whom are downright arrogant.
Then at the same period, the GST cash will be given out. This can give the impression that while giving out goodies on the right hand, the left hand takes it back. This is poor PR and will not augur well for the government.
In conclusion, I trust that with the government's support, kindness and compassion, my gaiting problem will be a thing of the past and I can go on to lead a normal life.
Kindly give me a reply and if that takes time, I appreciate an interim response.
Thank you.
Sincerely,
Raymond Anthony Fernandorayhopehttp://www.blogger.com/profile/06438335431363587155noreply@blogger.com0tag:blogger.com,1999:blog-2814684083064135553.post-90084258883171710852023-03-18T13:31:00.001+08:002023-03-18T13:31:05.617+08:00The upcoming public rental housing scheme for senior singles18th March 2023
DPM Lawrence Wong
Care -off the Ministry of Finance
Dear DPM Lawrence Wong,
The upcoming public rental housing scheme for senior singles
I refer to the above matter and would like to offer some suggestions to improve on the scheme. I hope as DPM you could discuss my proposal to the MND Minister and his MOS at the same ministry.
I had much earlier proposed a scheme for homeless people (See- “Ray of Light: A roof over the head, a meal on the table: A public suggestion to the Singapore Government on the homeless in Singapore (rayhope8.blogspot.com).”
With 24 people cooking in one kitchen, there is bound to be arguments and conflicts. It is not easy to manage seniors as many of them are grumpy, get agitated easily and are inpatient. Then there are toilets to be shared and this too poses another set of problems.
When I use the handicapped toilet at the Ang Mo Kio MRT station, the elderly user takes longer than necessary, and this causes annoyance on the part of other seniors.
MND could look into the feasibility of employing a chef to cook some healthy food with inputs from the residents. Or it could cater meals for the residents at affordable prices and the residents pay for the meals.
The other alternative is to hire a Boarding House Master to supervise the scheme so that some sort of discipline is adhered to.
Imagine 24 seniors cooking at the common kitchen which has knives, choppers, boiling water and hot oiled frying pans. It is a chaos-waiting to happen.
It is the same with the shared toilets. Patience is not a virtue with many seniors. So, it is best to have a small toilet in each room. I know that there is limited space, but it is better to consider the options otherwise the new rooms for residents can well become a PR disaster.
Sincerely,

Fr Jerry Orbos of the Philippines:
"For a peaceful life, don't forget these four H's:
• Honesty. Yes, honesty is still the best policy. An honest person is a person at peace.
• Humility. A person finds peace and contentment when he has no airs about himself, when he knows and accepts himself and does not pretend to be something or someone else.
• Hard Work. There is no substitute for hard work. You know how empty it feels to be all form and no substance. Are you hard working or hardly working?
• Holiness. Follow God's ways and you will have peace. Turn away from God and you will never find peace.
And one more H - Humor! Don't take yourself too seriously. Smile, laugh, and with childlike confidence, trust in our loving Father, who has a terrific sense of humor."

The Cabinet of Singapore
Dear PM Lee & Ministers,
The Singapore Forward conversation: Break the silence on inequality
Compliments of the season!
In helping to build a better Singapore, I would like to present my candid views on the delicate subject of inequality here in Singapore.
At the centre of challenges in life’s journey is the power of love that can unite people of all races and religions. We must therefore never be cynical about love. Despite broken dreams, empty promises, inequality, love is still a splendid virtue, so let’s embrace it and transform lives, shall we?
The government needs to be open to constructive feedback and allow a free flow of ideas – without suppressing it or allowing the media to block useful suggestions. Look at today’s Forum Page in The Straits Times and you will read complaints and complaints. ST is becoming a complaints bureau. I do not take too kindly of a doctor – Dr Lim Ee Koon who suggested that abusers be castrated. His letter got published in The ST yesterday. Forum: Consider castration as an alternative to raising caning age limit | The Straits Times.
As far as I am concerned, such a punishment is barbaric. Sex education, rehabilitation, and intensive counselling can help. Let’s not go back to the stone- age era.
There must be equality at all levels – including gender equality. Why is it that some employers of maid have committed hideous crimes against maids and they are not caned because they are females?
While it is helpful that some constituencies have rolled out programmes where needy residents are gifted with Chinese New Year cookies and ‘ang pows’, why is it that other needy folks in other constituencies do not get these.
There must be better teamwork within each ministry and across the civil service where no one is left behind, in many cases through no fault of their own. One way is for the better well-off constituencies to team up with the well-off constituencies so that all estates can enjoy the fruits of labour. For example, in my SMC constituency, MP Yip can team up with the Teck Ghee constituencies for this purpose. After all, Teck Ghee is a GRC. If this can materialize, you also secure teamwork.
Needy Singaporeans come from all parts of Singapore. And they include those with diabetes. Which is why I proposed to Health Minister Ong to have the meter reading devices made available at all polyclinics and private clinics at discounted prices if such equipment can be given free of charge. If we are concerned about taking control of this deadly disease.
Here we have cases of inequality staring right at our faces, and it is not good in building a cohesive society where some will benefit and some will not. Let’s not deepen inequality, but take steps to narrow the social divide.
Let us be gracious enough to welcome change and accept ideas, even radical ones if it can build a more cohesive society. I fondly recall former Prime Minister Lee Kuan Yew’s words of wisdom when he was asked by the media if Singapore will ever be a gracious society. Lee’s simple reply hit the nail on the head: “Not in my time”, unquote.
Think about it.
I appreciate a reply to my proposal, and if it takes time to respond, an interim reply will be gracious.
Thank you.
Sincerely,
Raymond Anthony Fernando

In celebration of Singapore’s 57th birthday
It’s time to jump for joy and bring good cheer
For Singapore turns 57 this delightful year
In the heartlands and many other places
The Singapore flag unfurls – majestically
You’re on track so, welcome to our beautiful Lion City
Let’s adopt the motto of the 3 musketeers
By being, “All for one, and one for all”
From strength to strength, there is unity
To parents, we embrace filial piety
Lending a helping hand to the needy in the community
The parade will be awesome, the fireworks mesmerizing
With the colours in the sky absolutely dazzling
The camaraderie cements us as one people, one nation
As the government with all cities build healthy relations
National service has transformed boys to men
And collectively, they make a united stand
To defend Singapore to the very end
For with patriotism in all its glory, we stand to gain
My late wife and I appreciate the colours of white and red
We are fortunate, in this nation, to be born and bred
There will be challenges now and, in the years, ahead
Together, we can overcome adversities and concerns
But this positive and uplifting message – I want to spread
Stay healthy – in body and mind– as one resilient Singapore
As we open the skies and welcome tourists to our shores
“Many happy returns of the day, Singapore”
Yeah! You are loved – now and forever more

Many of us would have heard of the adage, “An idle mind is a devil’s workshop.”
From what I read from it, I believe that when we have nothing to do, we are likely to make unwise decisions and get into hot soup.
The good news is that now people are living longer. The bad news is that with biological ageing, older people will experience a range of chronic conditions that includes depression and dementia. When this scenario develops, it will badly affect the quality of life, where people either end up in nursing homes or losing the will to live when depression rears its ugly face. Those are the realties!
In addition, those who neglect the power of education could end up losing their jobs, and face financial hardships. This is more so in a highly competitive world where only the best will survive.
We must not place a timeline on learning. I enjoy expressing myself through writing so that my mind is kept busy most of the time. Indeed, an active mind is a healthy mind. Additionally, reading – be it on the internet or in print literature. is also important to keep us updated with what is going on in the world. But we must be able to distinguish between “fake news” and "authentic news" or we will be trapped by making wrong choices.
I have always subscribed to sharing my experiences and ideas, because I fervently believe that if one has skills, share it. I have attended courses at the Lifelong Institute, one of which was on making improvements at the workplace. I was able to put across how ideas and suggestions had made improvements in the media company where I worked for 3 decades which participants could apply in their own lives.
This is the reason why I embrace lifelong learning. There are two reasons why I fully support this useful programme. Firstly workers, including those who have retired can learn new skills and contribute to the economy by having better chances of job retention and providing sustainable income to support themselves and their families. Secondly, acquiring knowledge makes them feel valued and appreciated. Thus, lifelong learning will make us productive and give us a positive outlook in life where there is satisfaction and motivation both at the workplace, in the community and even in our homes.
With scammers worldwide wanting to make easy money in a digital world, we all need to learn the latest in technology, lest we get conned by con men where we make wrong decisions due to lack of wisdom and clarity through one of the important organs in our body– the mind.
When it comes to global competitiveness, Switzerland has the most skilled workers because from early school days, they participate in vocational training. In fact, 70 percent of secondary school students there are actively involved in this form of education.
We need to emulate the attitude of the Swiss to ‘reach for the stars.’

Fast moving escalators now has reduction in speed/ Exceptional service from SMRT staff
This morning when I went to top up my MRT card, I was pleasantly surprised to observe that the speed of the escalators has been slowed down, making it somewhat easier for people with mobility issues to make use of the devices. The MRT staff told me that yesterday the LTA staff came down to adjust the speed of the escalators to make it more elderly friendly.
I shared with the staff and his manager that I had in fact highlighted this troubling issue with the MOT Minister & the LTA management.
I am deeply encouraged that the government is receptive to feedback and takes remedial steps to provide a safe environment for our seniors and those with disabilities.
Another pleasant encounter today was when SM Yusof and his subordinates – ASM Zaki, ASM Diki and SASM Joftari displayed much compassion and empathy seeing me struggling to walk about. They immediately got me a wheelchair and helped move me to the bus stop some 100 metres away and waited till I got safely into the bus before heading back to the control station. SM Yusof reminded me to seek the assistance of the MRT staff every time I was at the gates of the Ang Mo Kio MRT station heading downtown.
With COVID-19 making life challenging for all of us, we need to embrace ideas and suggestions that can troubleshoot any problems coming on-stream. And both the government and the local mainstream media must be receptive and open to ideas that can make life far better for all living here – citizens as well as foreigners who work here. To throw out ideas due to biases is not in keeping with a gracious and enlightened society.
The recent collaborative Omega and Swatch watches at Ion Orchard and Marina Bay Sands last Saturday where crowds swelled (Omega x Swatch collection draws snaking queues at Ion Orchard, MBS, March 26) is a sad reflection of what kind of society we are seeing. Home Affairs Minister Shanmugam was deeply concerned as one person even challenged the policeman to shoot him.
Even though there is for retailers/shops/restaurants to revive poor businesses, a better solution is to get potential buyers to submit their request via email or an apps and then go for a lucky draw and explain that due to limited stock and to prevent the spread of COVID, there is a dire need to undertake such promotions in a calibrated way.
Once the winners are chosen, have the collection dates on a few dates to avoid bunching. The same procedure should apply to other promotions including this at McDonalds or Hello Kitty soft toys.
In many of the proposals I put up at government level, even though systems are weak, I will also provide possible and pragmatic solutions.
MOT Minister Iswaran: Kindly convey my deepest appreciation to the SMRT officers as they need to be valued and appreciated.
Thank you.
Sincerely,

Accidents waiting to happen: LTA needs to take immediate and concrete steps to prevents accidents at the escalators
“Lifelong learning has to be matched with Lifelong Improvements.”
-Raymond Anthony Fernando-
I refer to the above matter and urge all at the Land Transport Authority (LTA) to review the current system for the escalators which are moving way too fast and placing the elderly at high risks of falling down and meeting with serious accidents.
I am told by the MRT staff that the management of the escalators is managed by the (LTA) and though they empathize with me and our elderly seniors who have mobility issues, this matter, I am advised, has to be raised to the governing authority.
On several occasions, had it not been for the timely intervention by SMRT staff, I would have fallen and met with a serious accident. The MRT staff are well trained and act promptly to prevent seniors from meeting with serious accidents. I commend them and hope that the LTA can do likewise.
While we have a pretty good transport system in place, we must take it to the next level and make it elderly friendly as well – bearing in mind that Singapore is seeing one of the fastest ageing populations in the world. The government has been doing its part to provide good measures of support for seniors and thus it is only proper for the other agencies to work closely with one another so that our seniors who helped build our nation to what it is today are well taken care of. Males contributed to NS while their spouses played a supporting role. Between myself and my 4 other brothers, we contributed more than 20 years of NS.
Although there are lifts at MRT stations and bus interchanges, there are places within these places where you have no choice but to take the escalators. LTA needs to do a thorough review of the systems island-wide.
We are told by Health Minister Ong Ye Kung and MOH officials to avoid visiting the A & E and hospitals unless it is urgent. To this end, the LTA has to also do its part to rally around MOH as they are facing high stress levels. While systems are in place, there is a dire need to review it periodically or when feedback is given as these speedy escalators are accidents waiting to happen. As one SMRT staff member in his 50s rightly pointed out to me, “These days everybody is in a big hurry.”
Despite mobility issues, our seniors need to be appreciated and valued. And most certainly, they, like the younger generation, must have a better quality of life. They need to go out for meals, have social gatherings by meeting up with friends/relatives, attending religious events, attend to medical appointments and even travel. More so now when the MTF has come up with more opportunities for social gatherings.
Even the timers at traffic crossings are not elderly friendly and the elderly have to practically rush before the green man turns to red.
I would like a reply to my proposal; and if it takes a while to review/remedy the situation, an interim response will be appreciated.
Thank you.
Sincerely,
Raymond Anthony Fernando

Dear Ms Sim Ann,
Reaching out to vulnerable groups with better programmes
By: Raymond Anthony Fernando
The death of the two 11-year-old brothers pieced at my heart, as did with many others who felt the pain of this tragedy. What more with two lives gone!
Families caring for those with special needs could certainly do with more support. They must never be made to feel all alone.
Mental health is a global concern, yet the level of support found in each country varies widely with cultural factors sometimes coming into play. Concerns and that much-needed support are even more vital now with the pandemic causing havoc and disrupting lives.
In order to build a more inclusive and caring society here in Singapore – and elsewhere in the world in which we all look out for one another, there needs to be better support services.
Given the rise in the number of people, including caregivers requiring essential services, there is a dire and urgent need to come up with a suitable programme in which citizens can seek assistance for their needs.
The programme could be one in which citizens can register their names and when they need help for some services that includes caregiving. The agency appointed will then send down volunteers to assist the person who needs assistance, clock in the number of hours provided, and then later, when he/she is out of the woods, the person can provide support to another person who needs help at a later period.
An exchange volunteer programme which can be termed, “Volunteer Trading Services”, and the good thing about this scheme is that there is no payment whatsoever involved.
Poorer countries such as in the Philippines, India, Pakistan and Indonesia where poverty is at an all-time high, can benefit from such a scheme.
Singapore can consider implementing such a scheme, perhaps on a pilot project, where caregivers for instance, can benefit from such a useful programme.
Behind closed doors
80 percent of Singaporeans live in Housing and Development Board (HDB) flats. Most, with the help of government subsidies, are able to buy their own homes.
With more than 1 million flats spread across 23 towns and 3 estates, the Singapore brand of public housing is uniquely different. The flats are homes for over 80% of Singapore's resident population, of which about 90% own homes.
Some of our needy citizens can only afford to rent a flat or in the case of foreigners who work here, rent a room from the owners who charge the tenants anything between $500 to $900 per month, depending on the size of the room and the location.
Looking from outside of the HDB flats as you walk along the corridors, you will observe that everything looks the same, the doors are fire proof and of the same colour, the window panes and the gates are almost of the same design.
But while on the outside of these homes, everything is the same, what is happening behind closed doors, is a completely different story.
Families could be struggling with chronic illnesses, some going through depression, teenagers could be lured into taking drugs and engaging in sex, some in deep financial crisis and others without jobs and trying so hard to put food on the table.
This is why it is so important to be a good neighbour where the virtues of kindness and compassion must shine so that no one will ever feel that they are all alone.
A caring society is needed to care for the needy
Accidents and chronic illnesses can happen when you least expect it. When this takes place, the quality of life takes a nose-dive. We need to hear the cry of help for those in pain as well as for their caregivers.
As a gracious society, we must help those struggling to cope with sickness or injuries when at times it is through no fault of theirs. More so when we are all God’s children.
For myself, if I am fated to take care of sick loved ones, so be it. I have carried a heavy cross taking care of my late wife, and I will once again carry another heavy cross if that is my fate.
During moments of darkness, support or a kind word helps to pull up anyone who needs a helping hand. We should never adopt this attitude of, “If it’s not my business, I need not know or I need not care.”
I know for a fact that God does not give suffering, but He allows suffering so that we can move closer to Him. I can lose money, I can lose friends, but I will not lose my faith in God. For on many occasions, Jesus has carried me on His shoulders when I was really down, even when I was struggling to cope with my late wife’s battle with schizophrenia.
Doris may have had a disability, but all who read and know her, are well aware that my wife had – abilities.
Appoint block leaders in housing estates
Another effective way to combat or prevent tragedies is to appoint BLOCK LEADERS in every housing estate, including those in private estates.
Those who have some experience in mental health, including healthcare workers in mental health can take on this role where they can be approached for assistance to rally around those with special needs. IMH can provide the training. These trained block leaders can also pay weekly or monthly visits to homes where support is needed. Give an allowance to the block leaders for their time and energy.
Let us all manage mental illness BEFORE it manages us.
In closing, Ms. Sim Ann, I invite to view the video produced creatively by the Royal Singapore

I appreciate the response to my proposal.
Thank you.

Poor training and lack of compassion on the part of SDA doing a great disservice to our elderly
I refer to the above matter, and feel compelled to raise this issue up so that our seniors, especially those with mobility issues will be treated with some compassion, empathy and kindness.
I have circulated my report to Dr Vivian Balakrishnan as well as MP Tin Pei Ling as both these politicians fully understand what our elderly seniors are trying to grapple with – in their twilight years.
At 12noon today, Thursday 16th September 2021, when I went to take my lunch at the Sembawang Hills Food Center, after finishing my meals, a female Safe Distancing Ambassador (SDA) directed me to carry my crockery with the tray to the Tray return area. She and the other SDAs saw me limping with a stick, yet insisted I carry out her directive with total lack of compassion that I have severe mobility issues. She should learn a thing or two from the Wanton Mee lady who out of kindness brought my meal over to a nearby table. This middle-aged SDA officer should also learn a thing or two from the staff at HANS, Thompson Plaza whose staff will bring my meal to any table where I sit. Go and learn from these people about customer service, please!
There will be less complaints about SDAs if they fully understand the medical conditions of our seniors. I am also seeing a Knee Specialist at Tan Tock Seng Hospital.
I have to carry in my trousers the Vaccination certificates, carry the Trace Together Token, so now must I carry the letter from the Polyclinic Dr to confirm that I have Osteoarthritis? Give me a break, will you?
I had to explain to her that I am suffering from osteoarthritis where my hands and body trembles and I am weak. She appeared unsure what to do, then approached a senior SDA staff member who also wanted me to clear my table. Finally, after explaining myself, they reluctantly agreed to ask the cleaner to take away my tray.
Do I have to keep explaining myself all the time when it was clearly mentioned that the elderly and those with mobility issues will not be required to clear the crockery and trays. Is not the advisory message being carried out, with some common sense?
It’s a pity that sense is not always common!
Singaporeans and foreigners alike have gone through 18 months of inconveniences and we could do well with some compassion. We must be able to understand that Singapore is the BEST home to live in. Unfortunately, I can’t buy that anymore.
I avoid going out too much –given the spread of the virus, but I have to eat to keep myself healthy, and more so as I am a widower. I expect a proper reply and an assurance that such heavy-handed methods will no longer recur.
Thank you.
Sincerely,
Raymond Anthony Fernando

Lifelong learning brings much benefits
Dear DPM Heng & SM Tharman,
I am one of the authors selected to have my works published in this book. God is good, HE watches over me, and so does my late wife. I have an article titled “The most wonderful time of the year” plus 2 creative poems in the book.
This is why I embrace lifelong learning. I began my writing career at the age of 50 after leaving my job in 2001 to provide full time care for my wife and then at the age of 70 (now) I get international recognition).
As in taking care of a loved one with mental illness, I advocate practising the 3PS – Patience, Perseverance & Prayer as with writing.
Make A Joyful Noise is now LIVE on Amazon, and it is now International.

<p align="center" style="margin: 0cm 0cm 10pt; text-align: center;"><b><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;"><br /></span></b></p>

Chin who helped her neighbour during a fire deserves full praise, and I am glad
that the Singapore Civil Defence Force (SCDF) promptly recognised her civic
mindedness by presenting her with the Community First Responder Award (<i>“Neighbourly
help during fire transcends language barrier”</i> – The Sunday Times, Sunday
20th September 2020).</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; mso-fareast-language: EN-SG;"> </span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">A friend showed me a video clip on
Sunday 20th September 2020 that revealed two vehicles, one a taxi,
that caught fire at the car park near Block 201 Ang Mo Kio Avenue 3 last night.
Under such circumstances, if the fire is not put out quickly, there is a real
danger that it can spread to the flats just above the carpark as the incident
took place at the void deck of a HDB block. </span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">By 2030, there will be </span><span lang="EN-US" style="color: #212529; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%;">1.8 million people in Singapore who are aged 65 years or older -
making up about 28 per cent of the total population.</span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">With a large number of these seniors
living in private and public housing, some of whom may have mobility issues,
there is need to provide them with a safe environment.<span style="mso-spacerun: yes;"> </span>There is also the need to take care of those
who are handicapped. </span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">Fires can break when you least expect

the government appoints a Voluntary Fire Safety Officer (VFSO) in each block of
the HDB estates, and in private housing, the management committee can appoint a
couple of them to look after a few blocks.</span></p>
<p style="line-height: normal; margin: 0cm 0cm 6pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; mso-fareast-language: EN-SG;">These VFSOs can be sent for training
using the skills credit at SCDF centres. So, for example, if the volunteer is
living in Ang Mo Kio, he/she gets the training from the Bishan Fire Station; if
they stay in Aljunied or Paya Lebar vicinity, the training can be conducted at
the Geylang Fire Station. </span></p>
<p style="line-height: normal; margin: 0cm 0cm 6pt; text-align: justify;"><span lang="EN-US" style="font-family: "Times New Roman",serif; font-size: 18pt; mso-fareast-language: EN-SG;">The </span><span lang="EN" style="font-family: "Times New Roman",serif; font-size: 18pt; letter-spacing: 0.15pt; mso-ansi-language: EN;">SkillsFuture Credit aims to encourage individual ownership of skills
development and lifelong learning. Introduced in 2015, all Singaporeans aged 25
and above will receive an opening credit of S$500.</span><span lang="EN" style="font-family: "Times New Roman",serif; font-size: 18pt; mso-fareast-language: EN-SG;"> </span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">Pay these VFSOs an allowance to encourage
participation.</span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">We must all look out for one another,
adopting the Japanese “Can-do’ Attitude that says – <i>“If one can do, I can
do. If no one can do, I must do.”</i></span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">These proposed VFSOs can work closely
with the respective Member of Parliament (MP) and his/her grassroots leaders to
enable the idea to succeed.<span style="mso-spacerun: yes;"> </span>All seniors
and those who are handicapped can be identified through a floor plan and handed
in confidence to the appointed VFSO who can also carry out monthly checks to
ensure the elderly or the handicapped <span style="mso-spacerun: yes;"> </span>are not at any risk. This floor plan should be
maintained in a database by the MP’s office.</span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">Should a fire break out, the VFSO can
guide the firefighters straightaway to the identified elderly or handicapped households
who need to be rescued first as they are not so abled-bodied.<span style="mso-spacerun: yes;"> </span></span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-fareast-language: EN-SG;">Another advantage is that social
connection between the management at constituency level that includes support
from the MP and the residents can be developed over time, and that will surely
well for the government of the day.<span style="mso-spacerun: yes;"> </span></span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;">Let’s take the cue from
what Chinese Philosopher Lao Tzu once said:<i> "Go to the people. Live
with them. Learn from them. Love them. Start with what they know. Build with
what they have. But with the best leaders, when the work is done, the task
accomplished, the people will say, "We have done this ourselves."</i></span></p>
<p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;">With COVID-19 causing
people to lose their jobs and to keep our citizens actively engaged, it would
be an ideal time to consider this<span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"> scheme.</span></span></span></p><p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><br /></span></span></span></p><p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><em>Sincerely,</em></span></span></span></p><p style="margin: 0cm 0cm 10pt; text-align: justify;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><span lang="EN-US" style="background: white; color: black; font-family: "Times New Roman",serif; font-size: 18pt; line-height: 115%; mso-color-alt: windowtext;"><em>Raymond Anthony Fernando</em> </span></span></span></p>

High Court after being convicted of stealing from Changi Airport boss Liew Mun
Leong has, unfortunately, put Singapore in the spotlight. And I read of
most disturbing reports, it certainly does not augur well for Singapore and our
airport. </span></span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p><p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"><br /></span></p><p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;">Raymond Anthony Fernando</span></p>

turn this negative incident into a positive one. And given that our newly
appointed Transport Minister Ong Ye Kung is forward-looking, and receptive to
the suggestions, I sent this proposal to him on Monday 14th
September 2020. The minister’s response is given at the foot of this proposal.</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

never, never, allow circumstances to dictate our lives– because all of us face
challenges in life. Bear in mind what the famous American author Oscar Wilde
once said of the human race: <i>"All of us are in the gutter, but some of
us are looking at the stars. "</i></span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

springboard to yet another idea. And I got the idea while looking
at the stars at night in mid-September. </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

stars from above give us hope – down below.</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

Airlines (SIA) to allow a 3-hour flight to nowhere can be expanded to include
inviting persons with special needs on any of these flights – at no cost. It
can be sponsored by SIA and her partners. </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;">Special needs
persons can include people with mental illness who have recovered, caregivers
who have ‘weathered storms’, senior citizens and those in the lower income
bracket. Well trained healthcare workers can be on hand to assist. This is yet
another good way to accord recognition and appreciation to our hard-working front-liners.</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

from SIA can be a good remembrance for the ‘adoptees’ to treasure. Think
about it!</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

sponsored either on the plane OR at Jewel. The underlying message is to show
the world that both SIA and Changi Airport are excellent corporate citizens who
give back to society – both in good and bad times. </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

in the media, and see how we can turn a crisis into an opportunity.
</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>

show the faces of those with special needs, but a sharp producer or journalist
can bring out the story in a creative way that ‘moves’ people.</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span style="color: #202124; font-family: "Times New Roman",serif; font-size: 14pt; mso-ansi-language: EN-SG; mso-fareast-language: EN-SG;"> </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;">The marginalised who
may not have been given the opportunity to travel, for whatever reason, will be
delighted with this possible once-in-a-lifetime experience. </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;">However, as the
aviation industry is facing financial challenges, perhaps sponsors or
philanthropists can tie-up with our national carrier to undertake this
community outreach. Even ordinary citizens can offer to sponsor a
seat/s for special needs citizens, and this gesture will help build a truly
united Singapore where everyone looks out for one another</span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;">SIA has put
Singapore on the world map, and we all can play a part to let it take to the
skies – once again. With positive publicity, we can turn a crisis into an
opportunity. </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="background: white; color: #050505; font-family: "Times New Roman",serif; font-size: 14pt; mso-fareast-language: EN-SG;"> </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 14pt;">Given the negative publicity of the Indonesian maid, Ms Parti ,
Indonesia could be watching this case closely, and it can affect
bilateral ties. We need to go into damage control. </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 14pt;"> </span></p>
<p style="line-height: normal; margin: 0cm; text-align: justify;"><span lang="EN-US" style="color: black; font-family: "Times New Roman",serif; font-size: 14pt;">Thus, to debunk any notion that Singapore does not treat her hired
helpers well, why not those with special needs like the elderly could be
accompanied by their helpers as per my proposal. It is a good way to turn a
negative situation into a positive one. And that will help to send a clear
message that Singapore does care for the welfare of its maids.</span></p>

The COVID-19 Ministerial Task Force
CC: DPM Heng Swee Keat
Dear Ministers,
Reference: the above matter.
During this pandemic, we all need God in our lives to lift the human spirit. For God is often our only hope during most challenging times.
While it is a good move on the part of the task force to allow the resumption of mass at churches, I am uncomfortable and deeply concerned with the stringent CB measures imposed which lacks sensitivity.
We are asked to sanitize our hands just before receiving Holy Communion. Let’s be sensitive and respectful to the Lord as the Eucharist is the Body of Christ. Sanitizing the hands before receiving the Body of Christ is being disrespectful to God as He is pure and clean. The Body of Christ is clean, not dirty.
Secondly, is taking Eucharist from the hands that has just been sanitized, healthy? What is MOH’s take on this?
Surely if all parishioners wash their hands with soap and water before the commencement of the mass at the chapel, it is good enough. Let’s not go overboard on CB measures.
A reader wrote in to MediaCorp’s Today newspaper expressing deep concern that there is only one entrance to get in/out of malls – with all the other entrances and exits locked. He questioned what would happen if a fire breaks out. Sensible letter.
It is the same arrangement at churches, with only one entrance/exit allowed. Again, what would happen if a fire breaks out in the church compound during mass?
Additionally, the elderly who have mobility issues will most certainly find it taxing walking in and out of the church. If a fire breaks out, how will the elderly escape?
Getting to and from the Catholic church where I worship – Church of the Holy Spirit, simply means I have to walk one big round (which is a long distance) as all the gates are shut – with the exception of only one entrance/exit.
To make matters worse, with the construction of the MRT, there are barricades put up along the path to only one gate. With cars and buses moving all the time, often speeding, one has to be extremely careful while making their way to and from the church.
With arthritis causing me nagging problems, some consideration has to be shown to the elderly.
Let’s not cut corners on safety – just because it is difficult to secure volunteers and staff.
I do not stand during mass as its painful for me to do so. Trying being a caregiver for 4 decades and you’ll know what I mean. You get worn out and some understanding must be shown to people like us who despite their disability, make every effort to pray at church.
Also, let’s adopt a ‘talk to’ attitude, rather than a ‘talk down’ attitude when encouraging people to attend mass or pray. For its not WHAT you say, but HOW you say it that makes the big difference.
I go to this church only once a month, and its also to pray to my 3 immediate relatives: My mother, my wife and my only sister at the columbarium where their ashes lie. The departed must be honored – to the full extent. I used to go there every day or at least every other day, but because of reasons mentioned above, and with short opening hours, I cut down on the visits.
My twin brother is in the nursing home, and I used to call on him at least twice a month; and spend one hour or so with him to give him that much-needed emotional support. Social isolation can do a lot of damage. Now with only half an hour allowed once a month, I don’t visit him.
There is just too much restrictions that makes it daunting to provide the elderly with that much-needed support, empathy and compassion.
In closing, let’s not view issues raised as complaints, but rather as constructive feedback – to improve lives.
I await your response, and if the matter needs some time to evaluate, kindly let me have an acknowledgment or an interim reply – so that I don’t have to send a second email. In short, keep the communication lines open.
Thank you.
Sincerely,
Raymond Anthony Fernando

I applaud your efforts to exempt leisure travelers from having to serve a 14-day quarantine on arrival, and vice versa. It is sensible and is one way to bring back traffic to Changi airport (“Leisure travel green lanes can help Changi Airport regain some lost traffic amid Covid-19 outbreak, says Ong Ye Kung “, Aug 15, 2020, The Straits Times
With airlines losing millions in revenue, it is timely to re-open the skies to save the aviation industry from going bankrupt and saving jobs.
To ensure that COVID-19 does not make a second wave, there must still be some measures to suppress its spread.
Rather that place travellers in isolation centres which will deter people from travelling, the Transport Ministry can work with the Tourism Board and the Ministry of Trade and Industry to request the transit hotels to offer affordable room rates to guests for a specific period. Some rooms can be hived-off for this purpose. The room used can ne thoroughly sanitised and spruced up after they have left.
If the setting is conducive, these hotels can be like a ‘home, away from home’. COVID-19 tests can be carried out here and once cleared of any infection, the traveller can go on his/her holiday. Shopping at Jewel, other shops and dining at eateries can be allowed with temperature taking and safe distancing measures in place.
Singapore, as with other countries cannot afford to be held ‘ransom’ by pandemics as the economy will take a beating and the people will suffer.
Additionally, Mr Ong, we must create a conducive environment where free flow of ideas that are practical and workable be presented, and not toss it into the back-burner. For in doing so, Singaporeans who make the effort to help the government of the day, will be demotivated.
With the media having the power to sway people’s thinking because of its outreach, it is vital that journalist do not overplay the COVID19 pandemic. I have read disturbing reports from the mainstream newspapers, in particular –The New Paper that often highlights the downside of the virus. Who will one to invest in Singapore or visit out country when such negativity prevails? Think about it!
I trust you will give me a reply as I have taken pains to draw up this idea to you, Mr Ong. If it takes some time to give me a full answer, an interim reply should suffice.
Thank you for your time, and I look forward to your response, shortly.

<span lang="EN" style="font-size: 14pt; mso-ansi-language: EN;">It is the
norm for the Foreign Domestic Workers (FDWs) to send money back home at the end

<span lang="EN" style="color: #333333; font-size: 14pt;">I wrote to The Straits Times Forum
page to provide some workable, practical suggestion, but as expected, my
article was rejected-again. </span></div>

<div style="margin: 5pt 0cm 0pt; text-align: justify;">
<span lang="EN" style="font-size: 14pt; mso-ansi-language: EN;"> </span></div>
<br />
<div style="margin: 5pt 0cm 0pt; text-align: justify;">
<span lang="EN" style="font-size: 14pt; mso-ansi-language: EN;">We have to
understand that these FDWs leave their families behind to earn better wages
here in Singapore to provide for their families who are poor.<span style="mso-spacerun: yes;"> </span>They only get their salaries at the end of
the month and are only given rest days on Sundays.</span></div>
<br />
<div style="margin: 5pt 0cm 0pt; text-align: justify;">
<span lang="EN" style="font-size: 14pt; mso-ansi-language: EN;"> </span></div>
<br />
<div style="margin: 5pt 0cm; text-align: justify;">
<span lang="EN" style="font-size: 14pt; mso-ansi-language: EN;">I have seen the queues at Lucky Plaza and the
safe-distancing measures put in place including temperature taking by the <span style="color: #333333;">safe distancing ambassadors and they are indeed,
orderly.<span style="mso-spacerun: yes;"> </span>Bear in mind also that it is
tiring for these personnel to stand long hours undertaking these tasks.
Therefore, we should not be overly anxious. </span></span></div>
<br />
<div style="margin: 5pt 0cm; text-align: justify;">
<span lang="EN" style="color: #333333; font-size: 14pt;">However, to give greater peace of
mind to all concerned, we can always improve on the measures by encouraging all
the remittance companies to operate on two shifts at the end of the month. </span></div>
<br />
<div style="margin: 5pt 0cm; text-align: justify;">
<span lang="EN" style="color: #333333; font-size: 14pt;">This means one shift starts at 8am
and ends at 5pm and the second shift begins at 5pm and ends at 9pm or
10pm.<span style="mso-spacerun: yes;"> </span>This can be done from Fridays to
Sundays at the end of each month when people traffic is high. This will allow
the FDWs the opportunity to remit money much easier without much anxiety, and
at the same time allows crowds to be spread more evenly.<span style="mso-spacerun: yes;"> </span></span></div>
